日前，美国参议院和众议院的谈判代表已经同意了一项议案，反对欧盟强制将航空公司纳入其碳排放交易体系（ETS）。

　　预计美国国会将会在未来几周内正式通过这项议案。这项修正案将使美国国会和奥巴马政府保持一致，以整个美国的名义来反对欧盟ETS。

　　早在2011年10月，美国众议院就已经通过一项新议案，禁止美国的航空公司加入从2012年1月1日开始生效的欧盟ETS体系。

　　目前全球各航空公司正面临着前所未有的高油价和不断减少的国内需求，欧盟在这个时期向航空公司征收碳税无疑更加重了航空公司的负担。这种情况对美国的航空公司来说尤其不利。中国、印度等多个国家都表示，欧盟将航空业纳入碳排放交易体系的行为侵犯了其他国家的主权。欧洲国家担心，美国国会采取行动来反对ETS可能会导致美欧双边关系僵化，甚至最终引发贸易战。

　　目前，美国政府正在考虑是否要采取报复性的行为向欧盟施压，使其放弃目前的碳排放交易体系，并在联合国的监管下重新商议出一项全球性的碳排放交易政策。

　　美国交通部部长雷·拉胡德（Ray LaHood）认为欧盟的碳排放交易体系对航空公司来说是一项“非常糟糕的计划”。他说：“要解决这项争端还需要很多进一步的讨论，我们将继续与欧盟进行谈判。我已经向欧洲的同事表明，美国国会对目前的情况感到非常失望。”
